The Tourist Board is the shadowy planetary government of High Atlantic, run by the anonymous CEOs of the major hotel, package holiday, and entertainment companies based across the world. The Board has nine seats, with five permanent members and four rotating slots.

Obtaining a Seat
The permanent seats are reserved for the five wealthiest companies on High Atlantic, all of whom are automatically eligible to provide a representative. The seat becomes immediately void in the event that one of the permanent members is overtaken in the top five, with the newly eligible company permitted representation at their earliest convenience.

The four rotating seats change every four years. There is no nomination process; instead, any company that means the eligibility criteria may bid for one of the seats, with the four highest bidders winning representation on the board. These bids are not necessarily pure cash transfers, and often take the form of various favours and incentives offered to the five permanent members, who have unrestricted authority to make the final decision regarding the other four seats.

Companies without representation on the main board panel are still permitted to lobby and incentivise for their favoured courses of action. They are allowed to send representatives to observe the deliberations of the chosen nine members, and these representatives will often use bribery or coercion in an effort to further their agenda.

Highroller
Under the moon’s establishing charter, the nine sitting members of the Tourist Board are also the nine primary shareholders in Highroller, High Atlantic’s casino moon. This is an enormously profitable enterprise and represents a significant incentive for obtaining a seat. It also means that the five permanent members are extremely difficult to unseat, given the steady and significant additional net worth generated by their shares.
