Low Atlantic is a terrestrial moon orbiting High Atlantic and owned by the Tourist Board. A small, rocky body, Low Atlantic is effectively used as an enormous landfill site to accommodate waste from the planet below, allowing High Atlantic to remain a decadent but unblemished paradise. The moon is almost entirely uninhabited, visited only by rubbish disposal crews and the occasional scavenger.
