Highroller is a small terrestrial moon orbiting High Atlantic. Under the auspices of the Tourist Board, Highroller has been converted into a single enormous casino, served by quarter-hourly shuttle flights from Neo-Atlantica and designed to cater to the very wealthiest tourists. As such, it comprises a very important element of the world’s thriving tourism industry.

Highroller also offers some of the best career opportunities available to locals, with the pay and conditions significantly better than most other jobs in the tourist industry. This inspires significant bitterness amongst those passed over for work there. However, these contracts are also extremely long and require workers to spend a huge chunk of their life living on an airless moon, trapped in their place of work and thus liable to exploitation and unpaid overtime.

Due to the vast sums of money stored and processed there, Highroller is subject to more stringent security than most of the rest of High Atlantic. The Tourist Board funds the Highroller Revenue Protection Unit to enforce the casino rules, punish card counters, and ensure that client pay up. These are rather better equipped and funded than regular High Atlantic law enforcement, as well as far more inclined to employ lethal force.
